why? easy answer.... YOU activate the 2 factor authentication because .... if you create a new account there is no 2 factor authentication active.
blame you and not ubisoft.

How they would provide the online cross platform save between they games.
Steam does not provide any support on servers ! They just sell you the game as second hand and for that they charge Ubisoft 30% for each sold game !!
Ubisoft never going to remove they main launcher, as it is they independent platform for selling they games, with out some DUMB STEAM !!

i have ONE account since 2010 with one email and 2 factor authentication.
i use google authenticator for my smartphone to use the code if i need (i dont need it, because i use "trust this computer" so i need the code only one time).
smart, yes.... and please .... dont get personal....
I'll give props where it's due, using google authentication, using '' trust this computer'' not so smart. Each to their own. My point is still valid. Why would I want multiple email accounts and Ubisoft accounts when Ubisoft rarely produce a game I'm interested in ?

I own six games on Ubisoft's platform, yet I've been with them for fifteen years.
I've never lost my email or password in that time, if that's what your problem is. Hard to blame Ubisoft for that.
There should be a quicker way of solving your issue, especially if you anticipated this purchase ahead of time. The game has been out for over a week, but you knew before hand that you wanted to buy it.
If I hadn't touched Ubisoft for a decade and Anno 117: Pax Romana was about to release, I'd certainly want to confirm that everything still works.
Sounds like they locked your account because you were guessing too many names and passwords. I phoned them once, years ago, to solve an issue and they were very helpful. That's the only time that I've needed to contact them.

Actually no, it was because i requested a authentication code more then once. I've never lost or forgotten a password or login email.
As far as making sure everything works previously, up until last night, I did not even think of purchasing the game, let alone ensuring that I could log into a 3rd party.
Given 95% of the time with a game bought within steam, that is not a requirement.
My fault in overlooking such ? Maybe so.
My fault that their authentication service is antiquated and outdated compared to modern day systems ? No.
I utilise a MFA every day, multiple times per day at work, wait barely 2 seconds for a code to be sent to my device for authentication into a system.
Still failing to see why Ubisoft can't employ such a system themselves, instead of insisting of it being sent to email, which has far more common delays and issues then being able to select mobile device for SMS authentication.
