The real gamers in Japan get many of their games from outside Japan to get around the ridiculous censorship of the Japanese government ...... The Japanese government forced Ubisoft to censor parts of the game.

Now if YOU were a Japanese gamer which copy of the game would you want? The government censored version? Or the version the rest of your gaming peers have .......

Not sure about now but before PS5 the answer is yes, that might be because Japan to this day remains a cash-driven culture, this might be one of the reasons.
