Enemies are too passive
Dear Ubisoft, I love your game but there's a problem - the enemies are too passive. They should try to not only actively encircle you but to attack you from the blind spots as well, and do it constantly, giving no space to breathe. Also, lowly Ashigarus should probably deal more damage after all.

You made the best combat system AC has ever seen, it's genuinely fun, but game could have one more difficulty level quite honestly.

what's the opposite of a skill issue?
Enemies are passive because that's how a samurai fights in real life, by reacting to your moves. Many of them will just flat out evade/parry your attacks.

Wait until you get ambushed by eight shinobi on expert as Naoe <_<

It's not really a skill issue, or opposite of it. I do play soulslikes, but it's not like I'm a god of the genre. It's just that the game at one point drowns player in options, but enemies' and their aggressiveness/behaviour (nor numbers) dont scale with them

The only truly difficult enemies are either overleveled to the point where they one hit you, or Yamabushi (because they one hit me). But storming castles full of soldiers shouldnt be that easy.
This is a very accessible game and considered a good entry into the action adventure genre.

Having AI be passive and dumb is a good way to teach newcomers how to play and without punishing them.

Fighting the Noble boss as Naoe on expert was harder then any boss fight I remember on Dark Souls or Elden Ring. She's so damn weak compared to Yasuke.

Which is why I advocate higher aggression to be a thing of the highest level of difficulty

Honestly hate the combat, its all constant dodge with the boss guys (red) and if it is not a perfect dodge, fights go on for ever and then they drink and heal to full again. IDK if it gets better but I am level 12 and getting bored.

Ive said it years to Ubisoft, they should remove dodge, side-step is enough, especially areas are so narrow and small.

Maybe thety should just do both, use dodge in open world and side-step in cities. Toggle.

Also I agree, the enemies should be a tad more aggressive, I tried to increase the difficulty of the combat cause for stealth it worked out great and the enemy AI's perception improved a lot, but for combat it seems the increased difficulty only made them have higher HP and hit harder.
They do give up too easily, IMO.

I am still early in the game. Maybe that changes.
I blame spammable abilities. assasinate, first ability, second ability, click, click, and enemy is dead. Thats why it feels passive.

They should turn abilities into opportunities what arent avaiable all the time, etc.

Nah, the main problem really is in the "I will wait until the other guys stops attacking you" AI. Even if the Adrenaline is loading too fast (it is, but that's entirely different topic), it's still not that much of a problem since you'd be just "duelling" a single dude out of the entire group of them standing doing nothing, just without the skills. At best you'd be duelling a dude with a shooting gallery behind him.

Single combatants, like bosses or minibosses (or elites/daishos/guardians), also have way too long periods of cooldown. On highest difficulty they should be able to chain two or three combos, and actively pursue you to be in range to start the chain. Or be given some extra skills from the player's repertoire. I like fighting Shinobi/dual daggers enemies because they somewhat try to control the space.
