i think sneaking around castles got me some, but it's been a while since i played the start of the game
cash shop is entirely optional btw. haven't needed it at all

Different locations have different stuff. Some castles and trading areas will have them. You can also buy them from merchants.
A good way to find them is finding a "quarry" type base. There's some enemy camps up in the mountains that mostly only have mineral loot.

you can buy stones from the merchants in the harbor.
Or you can get some as a reward for orders.
I also found a few in bandit camps along the way. But I bought most of them from the port dealer, so far.
