Generally speaking, they make fighting or sneaking easier, if called from the item menu.
Yaya for example, if called, will show up from offscreen and demolish a couple enemies before leaving again.

Do contracts from the hideout "steal resources etc" they refresh when season changes as well.
Ally is different than scouts, I am 20 hours in and have six scouts, no allies.
BEcause you need to continue the story to unlock the first three. Two need to be found, and the last only appears after Naoe's second journey.
Yeah, I got Yaya now. I had done everything in Izumi Settsu except for the two main quests, so I went looking to see if one of the two gave an Ally, as you know one did.
My comment wasn't a complaint, it was just pointing out to the responder that "I still wanna see some type of proof haha, it’s astonishing to see someone play that long and don’t have a scout yet" wasn't what I, and guessing the OP had scouts, just not allies.
