Is enemy level scales with your level?
It seems the level on the map and the enemies rises when I am levelling up

Yeah they will always be a level below you or at your level unless they are an elite or boss, they will be higher usually, at least on the highest difficulty l.

The map is level locked so you can just go anywhere from the start, but levels themselves don't really matter.

Thank you. It just feels weird looking at the levels for an assassin game that I usually assassinate enemies instead of slashing them.
