Game design or bug?
why enemies and loot respawn in cleared locations? it doesn't make sense to me, especially the loot. in the same location you can find epic loot after being cleared. Any thoughts?

I know enemies and supplies/loot for hideout/equipment upgrades will respawn when there is a shift in the season. That is the way the game is designed, but I have never noticed any of the epic loot chests getting refilled with new equipment. Maybe I just missed that
