Read the app event log to see what failed.
Error message “The Application has failed to start because its side-by-side configuration is incorrect."
Microsoft Flight Simulator X: Steam Edition will display this error message when it cannot access the Microsoft visual C++ library. To fix the issue please download the Microsoft Visual C++ 2005 Redistributable Package (x86) and Microsoft Visual C++ 2005 Redistributable Package (x64) which can be found here:

Once downloaded please restart your computer and launch Microsoft Flight Simulator X: Steam Edition like normal.
Well... Raise a support request with Microsoft, or (and just guessing here), Google I hear is an excellent search engine, and probably Microsoft Downloads also includes the ability to search for Microsoft downloads...
But the kicker is, logically it would make no sense to have a game installer that doesn't include the redistributables needed to install the game.
And infact they are included.

~\Steam\SteamApps\common\Steamworks Shared\_CommonRedist\vcredist\
there will be a collection of year folders each containing visual C++ runtime installers to be installed, where you'll need admin rights to do so.
Also in the folder,
~\Steam\SteamApps\common\Steamworks Shared\_CommonRedist\DirectX\
is the DX 9 installer which is needed for FSX-SE, again you'll need admin rights to install.
