Run fsx.exe as administrator (no matter which OS)
Run in Windows 7 compatibility mode.
If you don't know how, type "how to .....etc." in your search engine to find out.

I agree with the first point but you don't need to run in W7 compatibility mode. I've been successfully running it in Windows 10 since the OS was released without using compatibility mode.
No. Just installed the OS (Windows 10 64bit), installed FSX:SE and it worked without any further tweaking. Definitely not in compatibility mode and no secret settings.
Just a pity that your profile doesn't tell us a little more about you.
I started out running with no compatibility applied for months and then, all of a sudden, compatibility messages started appearing.
Never saw that happen with Windows 7.
Now I'm back to where I was before.
Nope... You need to install all the dependencies of which DX9 is one of them.
