If you can see your fightmoney, then you are usually connected to CFN. Do you have the most recent SFV version installed? 3.040?
The game logs in automaticaly after starting it. If it can't it will ask you if you want to continue in offline mode. Your FM will only be shown if you are connected to the cfn so the log in button will not work since you are already logged in.
What happens if try to play online via ranked/casual/battle lounge gamemodes?
Some players reported issues with MOD managers, so I suggest removing any MODs and MOD managers and check if that fixes your issues.
The manifest file structure also changed a little in Season 3 (there are now multiple .pak files listed, instead of just one).
ID_SYS_Dial Errors usually appeared after updates, when people used outdated MODs and/or their SFV download folder contained outdated SFV files.
Delete any old/obsolete Ver****_Steam.pak files in
%LocalAppData%/StreetFighterV/Saved/download
and just to be sure, also check and delete any files / subfolders in
C:\Program Files (x86)\Steam\steamapps\common\StreetFighterV\StreetFighterV\Content\Paks
which are NOT labeled as
packchunk##-WindowsNoEditor.pak

Try the DNS workaround above, if that doesn't work contact Capcom support directly, so they can check your CFN ID nickname issues.
