Report a translation problem
Try this:
Disable and remove all 3rd party D-input/X-input wrappers from SFV folders (x360ce / DS4windows etc.), also disable all Steam big picture mode controller options.
Last but not least reset SFV controller settings, by deleting the file "input.ini" in the SFV config folder.
Press the button combination: Windows Key + R
Paste the following line to access it quickly:
Set your controller to PS3 mode (if available), restart SFV and you will be asked to re-assign your D-input device buttons again.

Sometimes it's also worth checking the Windows hardware manager, just to make sure that your controller is not constantly refreshing / has DPC driver issues or a damaged cable.

Ps you'll have to assume I know very little of what you take for granted so you'll have to put it in dummy terms
But there are software constellations, which can cause intereferences. In other words, if you have other game controller software installed (like DS4windows / InputMapper) or have Steam big picture mode controller remapping options enabled, it can cause issues, so it's best to disable these before running SFV.
Resetting the SFV controller options doesn't hurt either, just to create a clean controller configuration => do achieve this, you need to delete the file input.ini
which is located in %LocalAppData%\StreetFighterV\Saved\Config\WindowsNoEditor
