If you skip, you will still be teleported to the start of the latest chapter you own on every single new character you make.
Since the tutorial is rather fast though (and completely pointless story wise apparently), no biggie - just be aware that you need to do the tutorial every time you start a new character for this to work.

This guys right... you MUST start with the Tutorial in order to start your journey where you want. Skipping this feature will auto start you in the latest Chapter you have available. But like he said, it is fast to get through, but above all... it offers full gear of what you want your build to be. You can choose full Heavy, Medium, or Light, a Staff, Sword, 2-Handed, ect... which if you Skip the Tutorial, you have to fend for yourself on finding gear for your character. So it's a win win there. Should always start with the Tutorial.
We don't have anything like that from ZoS part, but there is people who put time and effort to compile list of what would be lorewise the [approximate] best order to play everything in ESO. I don't have the links to post here, but be confident that a simple search will net you the right places to get that information. IIRC, the DLC content should be player after all base game content in the same order each zone was released, including DLC dungeons cuz they do form part of the story.
