Report a translation problem
I opened a Ticket and they responded with "reinstall the launcher" - what I did, and it didnt fix my problem.

Did you try the obscure fix " shut down your rig after closing Steam after doing the ESO game updates download and attempted fix? " (i saw a blurb on Reddit someone posted saying this worked for them, it actually worked for me, I have no clue why)
Then restart your rig. (Run some fast checks before opening Steam, just to make sure your rig is running clean).
Now open Steam.
Then run the ESO game launcher again. A new fix should download if its still broken.
I know its a long shot, but doing this made ESO work for me after having the same problem this latest update.
Welp , good luck, if this does not work I hope you find another solution.

thank you for your suggestion. Unfortunately I've seen it too late, and I did what they recommend after I opened a ticket... I redownloaded the entire 79 gb Game :(
So if I will have this problem again in the future, I will keep you in mind, before reinstalling the entire game.
For everyone else who have this problem, you may try out Diarmuhnds suggestion. If this not helps try out the following.
1. delete the launcher folder from your PC
2. reinstall the launcher via steam, (go to your library, click on elder scrolls, and the download will start)
This CAN fix your problem.
If this not helps you may delete, and reinstall the entire game. This is what the support told me to do. And yeah... it worked. And it took just 24 hours to redownload the 79 gb -.-
I know this is very unfortunate but what will you do. I hope they find a better solution for this problem in the future. Thanks to everyone who was trying to help!
I had to repair my game twice before it was finally able to detect and download the new content. I've never had this issue before and it was very time consuming. I didn't miss any daily login rewards thankfully, but only because I had to leave it to repair and download all through the night and then the following day while I was at work. When I got home, it was done and worked perfectly with no more issues.
If I had the storage space, I'd back up all the game files! I've not been too unlucky with this game so far but it sounds like file corruption is pretty common with ESO updates.
My only question is: ARE STEAM DEVELOPERS ALL RET4RDS?
I understand but I just dont get why they sell it on steam when they cannot properly implement it. If this happens again in the future Im not sure if I will install it again. Im fairly new to the game, so Im not sure yet if its worth it to download 79 GB again and again.
