If I buy ESO plus to get theives guild skill line will I lose it if my ESO plus member ship runs out?

yes you will have to buy the dlc if you stop Eso +

you lose nothing you have gained. You will recieve 1,650 crowns per month of eso+, dlc-TG cost 2,000 crown.

You will not lose the skill line itself and all your progress in it, just access to the zone after your ESO+ expires.

I use ESO+ for Thieves' Guild and Dark Brotherhood as well and don't need to buy them once I was done with them. The crowns are better spent elsewhere.

For any DLC, you always keep the skills, the pets, the costumes and every piece of loot you got in the area. For the Thieves Guild, be sure to complete the storyline to permanently unlock a friendly monkey whom you can sell your stuff to (account bound).
