Random. The harder the difficulty, the more rare it will be. It has a chance at being in pretty much every 'major' location.

You're in coastal highway? Or mountain town? If you're in coastal highway a good place is to look in the mine or in random houses.

If you're in Mountain Town, there's a lantern spawn inside the Gray mother's house.

I've found one in two of my last three starts in the Camp Office at Mystery Lake.

The places I normally find one: Mystery Lake Camp Office, the dam, trapper's homestead, the mines, the church in Mountain Town, Quonoset garage, Jackrabbit and or Misanthrope's Homestead. both buildings in Broken Railroad, abandoned preper cache and Signal Hill in Pleasant Valley. I avoid Forlorn Muskeg so for there I have no idea.

Well now i have reload and start new and find so i came with this conlusion :

You can find Storm Lantern in some place like :
1, Tower Outpost (usually)
2, A little Big House
3, sometimes they appear in medium houses (top of shelf or table)
4, usually spawn on train on Mystery Lake or ravine train or even Forlorn(luck)
5, Camp office (find it one)
6, Church,(from Shadowhawk) well havent visited church yet terrain so rough to go back coastal and mountain town
7, Maintenance Yard yeah they sould be one there if you lucky or Hunter Cabin(top of mountain)

and the rest you can find from shadowhawk chat or other people will update if i can.

I've found one 2-3 times in the fishing hut near the Mountaneer's hut, in the middle of Crystal Lake.
