Spawn rate for revolver and ammo

I was excited to play again after Hinterland announced the revolver, but I think the spawn rate for it and its ammunition is... questionable.

I played the Hopeless Rescue challenge for a bit and noticed I had a lot of revolver/rifle ammunition, but no gun. I chalked this up to just bad luck... then I went to survival mode. Started in PV and made homebase in the farmstead. 40 days in, and I racked up well over 100 rounds of revolver ammunition at base, and I have 50 rounds in my inventory as I'm trotting around ML. Amounts that you'd think you would find in a weapon cache, right? I found several rifles and bow/arrows, but no revolver. Looked in places where I think it would spawn (Signal hill, Hydro Dam, etc.), but alas, no revolver. Even more funny is that I found a pair of Mukluks, one of the rarest things in TLD, before I found a revolver.

TL;DR More or less wondering if the ammunition is supposed to spawn that frequently (In the hundreds, basically in any place I search) while the revolver is nowhere in sight.
