Download Won't Finish?

I'm having a crazy issue with only this game where it downloads the entire 16.9GB file but at the very end my download speed will drop to about 2KB and the file will fail due to a "connection time out" and it will then enter this infinite loop of trying to download the last little bit but never succeed. I tried everything Steam suggested to no avail.

Has anyone else experienced this and/or know a workaround to get the game to actually finish downloading?

When you install a game, is normal that the last seconds/minutes decrease for a moment. I had the same situation than you, (excepct the connection time out - This message is from steam?) you should just wait few minutes even the game is 99,9% but not completed yet

Did that "everything" entail simply switching the download server?

Fundjy; it times out, then tries again repeatedly. I've left it on for about 3 evenings now to no luck.
Talgaby: I tried another america region; would I need to try multiple or should I go out of country? ALso, should I redownload the whole file from the new server?

Well redownloading the whole file from other countries didn't work....

Then if it gets stuck at 99%, it usually simply means you do not have enough hard drive space for the decompression. Steam downloads a compressed file and needs space to decompress it, this is why actual space requirements are usually 1.5-2 times the size of the download.

Or you have a zealous security software that scans the entire downloaded file upon decompression and makes it hang.

I tried disabling my antivirus and everything Windows Defender will let me. I've also got 178GB free on my SSD and 191GB on my backup HDD; neither of which had success. I even attempted it on my laptop with the same issue.

I've done 150+ games on steam and this is the first to ever do this which is why I'm so baffled.

I don't understand computers sometimes. I tethered my PC through my phone, it downloaded about 500KB of data, and now the file is installed. =| I still appreciate the advice everyone!
