make sure your desktop res is the same then

Go to
C:\Users\YourUsername\AppData\Local\CAPCOM\Resident Evil - biohazard@HD REMASTER
Double-click on the file called "config.ini" so it opens up in Notepad
Go down until you see a section called [DISPLAY]
Now under [DISPLAY] add "Aspect=16:10" without quotations.
Make sure to save changes, and exit notepad.
You people realize that 16:10 21" has more space than 16:9 21"?
You get fluked by the industry for years. They changed to 16:9 from 4:3 not because it's more cinematic, but because it saves A LOT of space and therefore money.
Also there was a monitor/tv cartell for over 15 years that made this possible. google it, it's a fun read with the typical results (small amount of fines.. they keep doing it)
