Anyway, I just took a look, and I think you want to go back to the level "Synthesis Circuit" (it's an upside-down door almost directly underneath (and a bit to the left of) MOTHER).
In "Synthesis Circuit", the left side door (where you start) leads back to The Net, but the right side door leads to a different room. There's a character at the top of that room that I think is the character you want to talk to. ^^
Madewokherd, are you still stucked ? Because i am, exactly at the same point in the game... I've finished all levels and collected all seer stones in the first three worlds (Shrine, Steel Forest & The Net), including the one in Dragonfly Sanctum, but...
Btw, Cavalcadence, i've visited this strange character in Synthesis Circuit, but i can't understand what he says. The tree wants me to defeat Bahram. When i speak to him, he says "go now" and we can hear some noise... Something opening, maybe, but where ?
Any idea, any advice ?
1) Talk to MOTHER. She'll tell you to talk to a tree about it.
2) Talk to the tree on the left side of the Steel Forest region. It will "give light to" the prism (which will allow you to understand the wisp).
3) Talk to the wisp in Synthesis Circuit. It will take the prism from you and unlock the door that goes from The Net to the next region (Archaic Library).

I've seen this little tree before, like a couple of times, while i was wandering around. He said nothing, so i forgot he only exists...That's why i didn't think to talk to him. Anyway, thanks a lot for the help !
