Otherwise by default children have a 400% age multiplier which you can configure in storyteller settings (anywhere from 100% (normal) to 600% speed).
The age scaling exists because most games do not last 20+ years, and babies are basically deadweight until they are at least 13, and aren't a full adult until 18. To make most players even consider raising children, the quad growth rate is there by default so that it "only" takes three years and change to get to teenager, two and a half in the learning child state if you just chuck babies into growth vats where their development doesn't matter.
If you want to spend 18 years raising a child to maturity, you can set it in the options, but again, most players don't keep a colony that long, so it would only make sense if you wanted to play it more like The Sims and wanted to have designated child characters.
