How do I step up baby decorations and toy box properly?
Quite a few playthroughs and i've never seen either interacted with.

Honestly, I just throw them in my big ol' work/rec/dining room anywhere they fit and let the kids draw on the floor next to the chess board and poker table. Same with the desk and blackboards. You don't have any reason to make a dedicated room just for kids unless you just like the aesthetics of it, especially since most players don't try to have more than a couple kids at the same time. Having a single giant room makes it easy to have really high impressiveness that'll keep the kids happy, so you only make separate rooms if there's a benefit for doing so (like separate bedrooms having a bonus to mood or throne rooms having a serious penalty for beds.)

I just build the toyboxes in the same room with the cribs. Only seen pawns bring the baby near the toybox and bring blocks/toys/whatever out twice.
Usually they just interact with babies in their cribs or walk around with them for a bit, no clue how to get them to specifically use the toybox.

The toy box is there for your nursery babies. Sometimes it gets used when the baby needs to play. Filling a nursery with toys and baby related stuff makes them really easy to take care of. Just a row of cribs and some baby decorations and toy boxes and its a one stop shop for your childcare Pawn. Sometimes I throw in a sculpture and a plant to increase the rooms impressiveness. Make sure to produce the best cribs you can.

I usually just put the crib and toys in the parents room unless I have a deluge of babies. I once had a colony where one of the women kept getting knocked up immediately after giving birth AND having multiple kids at a time, the poor woman. I was NOT expecting triplets for the first birth and had to rush to deal with it.
