EDIT: I have little knowledge if achievements are difficult to implement development wise so I'd like to hear your point of view.
Just get the mod and call it a day
Mods are incompatible with achievements.

Personally I don't care either way, steam achievements are just something I typically ignore. If I get them naturally while playing, cool, if not I don't really care. The only time I do care, are for like Paradox games where all achievements require playing unmodded on ironman with cloud saves enabled, I'd rather have no achievements than to have a system I feel "locked out" of.
