DLC is specifically created in order to not screw with any existing mod
The only Mods you should have issues with are DLCs specifically for a DLC that you dont own
In other words: Combat Extended should work without Biotech. But Biotech expanded should not.
Realize that the mod authors are people, they make mistakes and it's very possible you have a mod or two that says 'will work without DLC X' but then because almost every person using that mod also has all DLC's they are not reporting back that it actually does have issues. You might be the only person using that mod and also lack the DLC.
Example: Mod like Combat Extended does not technically required DLCs and yet if a DLC added weapon or armor there is a small chance that it failing to find the armor could somehow be an issue and you might be the only person seeing it.
Also I highly suggest using Rimpy to ensure your load order is right. RimWorld is good at saying "Mod B 100% must be before mod C due to requirements" but Rimpy when set up right will say "Mod A 'should' be before mod B" and this is because Mod B can run without mod A but mod A adds certain things and Mod B can't edit them if out of order. Basically one will give errors, the other gives errors and warnings.
