snow Trees
So, basically I Started in a snowy biome and i saw that there weren't any trees, is there a mod that adds snow trees?

Pine Trees exist in cold biomes, boreal forest and tundra. Ice sheets and sea ice have no terrain for plants to grow, they are just ice, and are also typically always below freezing. There is a small amount of stony soil around the edges of "hills" on ice sheet maps, but those aren't technically part of the biome, the biome itself has a forced 0 plant density modifier so even if you somehow heated the map up and replaced the ice with soil, nothing would grow there.

Alpha Biomes has a "propane lake" biome that spawns in very cold places and is always snowy, it has some special plants that grow in the biome. Only thing I can think of if you want to do "ice sheet but with plants."

is there a way i can make it permanenet winter?

Setting the temperature of the planet lower makes it more likely to find biomes that are colder for more of the year. Yes it's possible to get a permanent winter boreal forest or tundra. Note all the trees on such maps die within ~100 days or so and never come back (unless you raise map temps somehow, like with climate adjusters).

One thing that I found worth pointing out in the Ice Sheet biome: Even with hills/mountains and the Tunneler meme, putting down fungal gravel ( I think one of the VE mods adds this one for tunnelers ) inside a dug out mountain, you can't grow Nutrifungus in the ground. Even if you heat the growing cave. It still requires hydroponics ( Or planter boxes from the VE Farming Module ). In short, food on an ice sheet is ROUGH!
Fungal Gravel is part of Ideology and not any mod. Normal Ice Sheet biomes don't prevent you planting anything in open soil.

There is no open soil in normal ice sheet biomes. And attempting to plant got me a "bad seasonal temperatures" regardless of when I tried. Given, you know, permanent Winter. Again, this was in a heated cavern room completely closed off from outside temps, overhead mountain and all.
