Can someone tell me what the mod is called, where you change the production costs so that some things aren't that expensive

Materials needed?

You can change a lot of modded items' recipes by editing the xml file of the mod.

If you want to change items in the basegame, you will need a mod to change that item's recipe. I don't know of a mod that allows you to change the recipe values for any and all items in the game.

look for mods that say " Reasonable" in the name, like reasonable components. Look for mods that have the Item name or type in the name

I guess I took him too literally when he said he wanted to lower the production costs.

Perhaps he just meant monetary value.

There was a mod for 1.3 that allowed you to change the cost of items.

I second The Blind Ones recommendation, RIMMSqol is a great mod for changing things on the fly without having to dig into xml. (Although digging into xml can be educational & gives an appreciation of how things work behind the scenes. If you change an xml it's a good idea to make a backup first.)
