right now, there are 2 ways of finding new pockets of ore:
1. there is a very low chance with each finished cycle to find something. the better your researcher the faster he works.
2. after X amount of cycles you get one garantued find (if you find a pocket through methode 1, this will reset)
if you click on the scanner, it should show a progress percentage to the next garantued find.
it takes some time to find something, also there are a few things to consider:
as stateted above, the scanner needs to be outdoor! (no roof above the scanner, the scientist scanning can be roofed), your scientists are doing research first! if you have 2 pawns working and 2 research benches, hey will always research your current project first, only if there is no active research, they go scanning
yeh, that's a poblem with vanilla. i use a mod that expands the work tab down to every job in the game, so you can make someone do scanning over researching.
