i am annoyed at how fast a pawn loses their skill level is there a mod where it slows it down but also increases the max level a pawn can be

They only lose skill exp when above level 10, and it starts off pretty slow and speed up as they approach 20. With biotech you can give them a +8 skill gene which raises their base level, which means they only lose skill above 18 and it will be very slow loss even at 20, this effectively removes skill decay.

The workshop version is still only 1.3, but there is a 1.4 beta on git you can download and manually install.
