Enemy bases are way too small
I was just wondering why camps are so lacklustre. Like the empire is this huge powerful faction and could kill anyone if they want to, then you raid them and its just 10 guys and a couple of huts. You cant even find any capitals where the king or smth would be.

All of it is just rudimentary for purposes of having something to raid. Some have argued that what you're raiding is likely some outpost nearby rather than the actual village/city/military base of a faction; it's up to you to create your own headcanon.

That said, this is pretty much an answer to the problem:

As far as the Empire, they literally just arrived at the planet and the vast majority of their forces, including their leader, are located on their fleet in space. All they have on the surface so far would be makeshift camps as they begin to establish a foothold. The other faction camps being small can be explained away as them being scattered survivors of an apocalypse and not a real civilization, it's like attacking a settlement in Fallout 4.

I'm not saying it wouldn't be nice to have some real fortresses to invade at some point, but right now the lore fits what we have. Though it's more the lore was designed with what we have in mind to begin with. The Empire likely exists almost entirely in space on their fleet to explain why their surface presence is so light, because they were designed to be balanced with the existing factions and they needed some way to explain why.

right but the out lander faction has been there many years i think and they are just as weak as the empire maybe even worse. Plus you see a population of a entire irl town come to raid you when you raid back they are barely anything

I agree the loot is often less than thrilling, especially considering by the time most people get to world map play at the raiding level the single digit resources you usually get from it is not worth the food it takes to get there and back. But in terms of size I don't know. I bred and built a raiding crew and gave them light sleeper and they can barely get through an ancient complex before being exhausted. And that's drop podding them in when they are full stat. So I built a sleepless crew of raiders and even they run into problems with mental breaks before the complex is cleared due to lack of comfort from being sleepless and recreation because end game pawns need several forms of it.
