Credit to BlackSmokeDMax from a thread a couple years ago. I couldn't remember the locations so I had to google it. Copied his reply:

Go to this location:

C:\Users\USERNAMEHERE\AppData\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios (this is the Windows 10 default location)

and delete this folder: Config

The game will create a new version of that folder with default settings on next launch attempt. Should do the job.

Why did you do that?
You can fix it with RimPy, adding

ludeon.rimworld

to the top (or second, below Harmony) of ModsConfig.xml in %localappdata%Low\Ludeon Studios\RimWorld by Ludeon Studios\Config, or straight-up deleting the file and letting the game generate a clean one with just core and whichever expansions you have. No need to delete the entire config folder.

It's a mod manager for Rimworld.
https://github.com/rimpy-custom/RimPy/releases is the main program, and
https://steamcommunity.com/sharedfiles/filedetails/?id=1847679158 is a database you can subscribe to (don't activate it in your mods list, just subscribe) for it to help sort mods, although you shouldn't need it to just reenable Core if that's all you want.
If you don't want to bother with it, you can open the folder by pasting the path
%localappdata%Low\Ludeon Studios\RimWorld by Ludeon Studios\Config
into the run box (win+r)

....how do you not know something as bare basic as how to use Windows Explorer to navigate to a folder?

Heck, in the Steam browser you can right click on the game in your library, mouse over "manage" in the menu that pops up, then select "browse local files" to open an explorer window to the folder directly.

AppData is hidden and requires you to change a setting to be visible, and its AppData folder is not the folder the game is installed to, which is what opens with Steam.
