Is mining specialist +70% mining speed bonus applied when working with deep drill?

If you use RimHUD it's easy to check by mouse-over hovering your cursor on the mining skill. Sorry I can't answer straight out, but it's an easy way to find out hidden stats and stuff.

According to stats it doesn't affect drills,unfortunately.

Some obscure things like Deep Drill might not show up in rimhud, if someone else posts who has delved into the code, they could maybe have another answer that shines on more light. I just don't want you to assume that mod can show you "everything" because there are sometimes hidden things you can't see, even with that mod.

Mining speed and deep drilling speed are two different stats. You can view the exact value a colonist has of each and what influences it in their stat panel (select the colonist and click the i button). In short, no the mining specialist does not help with deep drilling speed, but drill arms from royalty do.

The miner meme also increases yield from both drilling and mining. The miner specialists from the darkness memes are just worse though.
