How to get hook hand/ prosthetic hand?

I don't see on the wiki where you make hook or prosthetic hands yet I read things with people talking about them.

hook hand is mod, you need bionics to get power hand so its going to be a bit till you can get one unless your lucky and an item stash has one or one of the towns has one for trade
