Make it available and usually the colonist will come get it, assuming someone else doesn't first, in which case I may have to have my guy crank out a few of them to get it to the right person.
1. setting up critical priority stockpiles set to just the one item type you want. Now have someone haul it by right clicking and prioritizing the haul.
2. Have one of your pawns wear the item you want in there. Bring them in the prison room and tell them to drop that piece of clothing. It will drop forbidden. Just leave it like that, it will not prevent a prisoner from wearing it.
Note: This is all for the case of prisoners who can move around their cell. If they can't move, they will not put that on until they get up. Currently you can not put clothing on a prisoner without said prisoner doing it themselves.
1. Make a Change Dresser and put apparel in it
2. Select the prisoner
3. Press the Wear button at the bottom where pawn actions are
4. In the new dialog, select the dresser to use (top right)
5. Swap apparel as needed with the [ > ] and [ < ] buttons
