He is probably waiting for the full release of the game before putting it on steam. It's hands down my favorite mod for this game so I highly recommend it!

This Mod is similar to the other 1 which I don't think is on Workshop and is great, although the School learning thing is useless and doesn't benifit the coloney but otherwise is good.
