If they just never get around to it, switch some to a 1 on cleaning for a bit.
--You have pawns that are capable of cleaning set to priority 1 in work schedule
--The areas that need cleaning are in your home zone
--You cannot force a pawn to clean
I'm stumped. Maybe you need to set your pawns to 'work' in the restrictions tab? I have 2 colonists set to priority 3 on cleaning and my base is clean; there is blood near the butcher table, but I was able to force a pawn to clean w/o any issues.
Or one of the mods updated without you noticing and now conflicts with something.
