usually just clutter on the ground will slow down mvement speed. Like walking through a marked dumping zone filled with crap i dont need... movement becomes very slow... and i dont think it gives a defensive bonus. But im not sure.
Might try a junk stockpile, see what alters speed without giving cover (some sort of crop?)

What if I planted a field then set it not to be sewn (so it grew wild), would that work?
Then again, you can set up a field with any crops you want, and then use an incendiary launcher to light them all on fire, including whoever is unlucky enough to get caught on it.
Crop fields do indeed slow down raiders. Making them walk through crops is the only way to slow them down without also giving them a place to take cover.
I never do it though because you have to keep replanting (crops eventually die when left unharvested) and they are very vulnerable to burning down.
So, in effect, you can use them to slow down the enemy, you just can't have a partial setup or else they will just stop before that field and use them as cover - if you are within range. Which presumably you are, because you are planning to shoot at them.
The stone chunks can still intercept projectiles regarless of whether or not the raiders are actually "taking cover". It's the same reason why friendlies get hit when walking through crossfire
