It's out of date, but still works just fine for A16 with no problems. It makes it so the item that gets made, whether furniture or a weapon or whatever, will always have the same quality based on their skill level.
The other option is this mod:

It allows you to set the quality you want an item to be before it's made, by right-clicking the Skilled Builder green arrow. Once you've chosen a quality, if the item made is less than the desired quality, it will be automatically set to deconstruct, and a new build bill will be put in place.
The builders will keep rebuilding until they make the item the desired quality or better.
I just make a huge cotton field, my grower gets to level 20 insanely fast, and my builder gets to level 20 fairly quickly, 24/7 building cloth armchairs, 1400$+ per, at legendary (level 20)
