Can you reproduce this if you start a new campaign and build a completely different type of car?
You answered my third question: it's repeatable
You skipped my second question: What did you set your worker pay and worker quality to? I suspect that may be the issue, but if it isn't, then it should be reported.
edit: So I created a campaign in Dalluha, designed a complicated and expensive car, set it to be produced in a huge factory, and set worker wages to minimum and worker experience to maximum.
