Use 3D fixture mode. There are little buttons on a fixture "2D" and "3D". Select "3D", and you should be able to freely move the fixture.
It's not really something we have planned, no. Interior design is really just a happy side effect of the 3D design system we implemented a while back.
My biggest complaints about interior design is that things are hard to line up perfectly with each other, and that it's always a fight not to have anything stick out without leaving holes. Fix that, and it'll be good. Could also make interior pieces spawn in 3D mode already. It might be a happy accident, but it's very much worth capitalizing on.
