Emissions question, where are the standards?

I simply can't find where the standards are that I'm supposed to comply to. Like, I found the chart in the building graphs, but it's unclear to me. It says Hetvesia has an emissions standard of "1", but then below it, there are options for NEDC, EPA, and WLTP class 1,2, or 3. Do I reference the WLTC 1,2, and 3? But then why do two of the countries have a standard of "4"?
Sorry if this has been talked about, went back a few months in the forum and didn't see anything that helped.

In the Detail Stats tab, go in to Fuel Economy and you will see the full emissions adoption regimes of each region in Automation. Additionally, there is an abridged version of that in the Engine Designer emissions screen, but only after you complete the design of your car.

NEDC, EPA and WLTP 1-3 all refer to fuel economy test cycles that are used to determine your car's average fuel economy. In Automation, the emissions standards are called World Emissions Standards, or WES for short.
