Something like this is caused by having a factory that's way too large, or making staffing choices (like, low wages) that severely limit your potential workforce size.

Bear in mind too that if you're building a huge factory in 1946 in Campaign Mode, you'll struggle to fill it no matter what country you start in.

The number one way to get more employees is to pay higher wages. If you only offer $1 an hour, and everyone else is offering $10, then you are not going to get any employees beyond the absolutely desperate or those blacklisted from working anywhere else.
