It does, and it also has a setting for airspeed too, and cruise control, and loads of other stuff - it's under the UI options bit.
most vehicles in real life nowadays have speedometers that use wheel/gear speed to function rather than true body speed. it's more realistic that way and BeamNG accurately reflects that
