To make a good RWD Rally car, you'll probably want to skip using a turbo and go N/A to avoid the torque spike at low speeds. You also should use Medium Compound tires. Off-Road tires get better grip on dirt, but Medium works better when you have mixed courses. Also, use slightly heavier materials to get a bit more weight in the back.
Another thing to check is your transmission gearing. If the car spins wheels on shifts, you need to adjust the ratios. Too short, and the car can spin at low speeds.
Also, wider rear tires doesn't always add more grip. If your car is too light, the weight gets spread over a larger area, giving less pressure to the ground, and producing less grip.Wide tires are mostly for getting better high speed stability.
