Is the unreal version of the game going to allow mods to the game that say add a crazy engine such as a V18 or something. I guess my question is since the engines are modular will it be easy for us to create our own engine mods.

No, but it seems to be a pretty common misconception to think that "modding in engines" is an easy thing to do. If it was that easy you'd already have all modern engine types in the game. The modularity reduces the amount of effort required, but still leaves weeks of work plus the costs for engine sounds.
