If you want to see a really bad DLC system then look at any game published by Paradox. Insane amounts of DLC, DLC that also happens to frequently have important gameplay features that are really needed in the base game.
V16 engines was a pre-order bonus before the game even came to Steam, you're lucky they are even available as DLC. It's pretty cheap DLC, if you want to play with them. Cheaper overall than what we paid before the game got to Steam.
The reason diesel engines will be DLC is because the engine builder will need to be completely reprogrammed in order for them to work properly. It will take a lot of extra work to add them to the game.
This has been discussed ad nauseam. Diesels are completely different from gasoline engines, and it will take a lot more work to simulate them accurately. Sure, they could half-ass it, but that's not how this game was built. It is supposed to be a true simulation.

That's what V8's were made for.
Maybe your point was rotary engines suck arse mostly, however I'm sure many players (specially beam ones,) would love a completely new engine type. Even if it's ♥♥♥♥♥ - or amazing but unreliable and expensive.
