What affects utility stat?

I am trying to make my first car in the lite campaign in 1946 and I want it to be a b utility vehical, but I cannot find out what affects the utility stat? any help would be wonderful

Definitely take a look at the detailed stats page to get an overview. From there, make sure to choose a solid axle rear suspension for increased load capacity. Make sure to have a low first gear and an engine with good low-end power.

thank you very much, just to clarify, by low first gear you mean a large spacing between the gears?

No, I mean as low top speed in first gear as possible. :)
