Tutorial screen stays black

When I load the game and go to Tutorials, the 'How to build your first car' screen pops up but stays black. Whatever is under it seems to work though, if I click in the right places it appears a video starts playing. Well, at least the audio. The screen stays black. And the background music appears to keep playing through the audio as well, so more things may be wonky here.

I've tried changing borderless to fullscreen, but that didn't change anything.
I've cleared both the Steam download cache and the game's cache.
I've verified the game files.

Suggestions?

Had the same issue with MS Flight Sim. Turned out to be a DirectX/Windows 10 issue. This fellow figured out a fix for the problem in MSFS: https://www.youtube.com/watch?v=fBN4MlewCfM&t=13s. Maybe there's a similar answer for your game? It would be nice to get the vid in the game - but I can't either.
