However, Cagnali Heist often seem to come up mid-late into the campaign. Usually after at least 3-4 Big Heists prior.
Gold Cup can be your first heist if you're lucky. Or unlucky given it has a lot of preps and if Dragon doesn't already own Beautiful Ridge as a turf and it's Cagnali territory, you're in for a rough ride.
Khan has 2 storylines: Dragon Dogs and Import/Export
Dollar Dragon has the Gold Cup
Cagnali has Cagnali's Orders
and then there is the Money Train and Hidden Vault that don't require any gang to be alive (unless you want to use their special options i.e. giving the money train cash to Dragon to piss off from the map and same for Hielo in the hidden vault)
Hielo doesn't have a storyline
All of these will trigger in one single run, but you need to delay your campaign to like 15 to 20 days and need to strategically take out the right gangs in order.
My strat was to immediatley wipe out Hielo, there's no point in having his gang take up space. By that point one of the storylines would start. Regardless of them, start dismantling every gang and only leaving one single turf to them, shutting down their defence every day. Depending on the rolled storylines, I'd take out the according gang. For example, if my first storyline was Golden Cup, after finishing it, I'd just wipe out the Dragon from the map and not have to worry about it. Khan has 2 storylines so that means that he'll usually be the last gang active in your campaign if you get really bad RNG (like in my case, where I got Money Train and Hidden Vault as my first heists...).
tl;dr delay the campaign on purpose and allow the other gangs to stay alive until you complete their storylines. You should roughly get all of them eventually in a single campaign, it just takes a lot of time.
as other users said, if you want to quickly experience those storylines, just use the quickstart campaign option.
– Cagnali's gang is still in the city
– it's never the first plotline triggered in the playthrough
– Police doesn't have robots yet (which happens with high investigation)
Then it's selected at random from the pool of available plotlines.
As for the Gold Cup, I don't think there are any other requirements other than the Dragon still being active. I've had his plotline trigger on day 3 a couple of times.
If you're actually going after a specific plotine, you can try knocking out gangs with plotlines you're not interested in. Knocking out, say, Khan locks you out of Import Export - fewer plotlines available means the ones you want are more likely to trigger.
The current conditions for Gold Cup are:
– Dollar Dragon is still in the city
– Baker and Dollar Dragon are neighbours on the map
– They don't have a truce
This is because the storyline starts with a clash between them in the turf war.
Otherwise, it's exactly as you said.
