you can fully play the game offline, I believe multiplayer doesnt work at all without their matchmaking servers though (as you need some way to find other players)
but again, its not a live service what so ever

how would they shut down a game that isn't online? use your head instead of buying into misinformation gaming sites are peddling
HOWEVER, while I cannot 100% confirm it, I believe you will need Rockay servers to play online bro-op so if they shut down you will not be able to proceed. The game has a pretty nice array of single-player content and doing everything in the game with bots is perfectly viable.
The news people are just calling it live service because like all journalists they aren't very good with understanding precise words or concepts. That said, it is in active development and the devs are routinely updating, tweaking, and expanding it. So by some definitions you could call that live.

The game uses EOS for matchmaking and THEN it's p2p after you connect to a specific lobby.
The game can be played offline but if it can't connect to Steam at all then it can't check for DLC ownership so you may be able to play but without all of the DLCs.
