At least 2 months.
Considering that would have required Square to recode how the DLC unlocks for the PC version, and they couldn't even bother to make a decent PC port to begin with, I highly doubt they made it so that you have to progress to a certain point.
Those were confirmed to not be in the PC version due to the need to relicense them. As far as costumes go, we got everything we were supposed to.
All I want is Style and Steel :( Would Square have to ask Oshima Yuko for permission or something?
I believe so. That was a special promotion for her costume to be in the PS3 and 360 versions of the game, so they'd have to renegotiate with her to get it added back in since this is a new platform that was not part of the original contract with her.
