Silly story is silly. You can try to find an explanation/justification, but at the end of the day, it's still silly.

I had the same question. And I found something on internet.

Although the physics of the the whole matter are a little dubious, the plain and simple fact is that, in game, Hope explains that Cocoon falling into Pulse will result in a catastrophic impact that will alter the very ecosystem on a planet wide scale.

The explanation is easy to miss (I should know since I missed it too!) as you can only ask him one Live Trigger question each time you open the Academia 4XX AF gate and you must choose the "What will happen if Cocoon falls into Pulse?" option to hear said explanation.
So I think Hope and others didn't really know what power of that impact will be. So they decided to build new Cocoon that floats in the skies and will be not affected by the impact.

Anyway the game have multiple ends.

Yes, but they are linear and form one ending overall. Unless you mean the paradox endings which aren't even some alternate realities just some built-in fanfic.

The ending is that humanity would have been completely destroyed in Noel's timeline, where cocoon just falls to earth, so Hope made Bhunivelze (the new cocoon) where humanity would be able to stay, so they could continue onwards, Chaos was unleashed and the New cocoon disapeared and was dragged far up into the sky, eventually being refered to as a moon, Hope, Noel and Snow all band together to attempt to make the world a better place, they moved to a series of islands where the Chaos had not yet reached, Nova chrislalis, about 260 years later (may not be exact) Hope disapeared and reappeared on the Arc (the new cocoon) and another 240 years is when Final Fantasy XIII Lightning Returns takes place

Thank god I got that out of my system...

The only true ending is the Secret Ending

It's when Chaos takes over and the events of Lightning Returns is what happens next, all things considered the whole point of a new cocoon as to save the people that are on Graun Pulse, which is a dangerous place to live for some small little human

That's like saying "Why give all people living on earth another place to live if after some catastrophic event New York still is fine?".

Why build on the moon when the earth has only been halfed
Why go to mars if there is no earth?

In Noel's future, the crystal pillar shattered and the old Cocoon crashed into Gran Pulse, slowly killed humanity because of crystal dust. Hope knew that the old Cocoon couldn't be saved so he decided to build a new one, in the end, it was named Bhunivelze. He took Vanille and Fang out of the pillar, lift the new Cocoon with Gravity Core and let the old fall down. At this time, Etro has already died so no one can hold back the Chaos. The Chaos was unleased from the Unseen Realm and change human world into a timeless world, Nova Chrysalia. The new Cocoon was used by Bhunivelze as the Ark in LR.

Points to you doraemon!

By the way. In FFXIII-2 they said that Goddess Etro gave her mercy and released Lightning and others from Crystal Sleep. Why she didn't release Fang and Vanille? Does Etro hate lesbians?

Didn't they say something along the lines that they were actually supporting the pillar? Awakening them would probably have destroyed it.
